It is not surprising that construction can create adversarial relationships and disputes.  When you bring together contractors, subcontractors, owners, architects, engineers, inspectors, material suppliers, skilled and unskilled workers to build buildings  on restricted budgets with tight schedules in all weather conditions -- problems can arise.
Judge Kern of the District of Columbia Court of Appeals, once put it very well, 
“ … except in the middle of a battlefield, nowhere must men coordinate the movement of other men and all materials in the midst of such chaos and with such limited certainty of present facts and future occurrences as in a huge construction project … “ (431 A.2d 569,*575)
